Pakistan under General Musharraf cannot be called a democracy because,
i. First of all, people can elect their representatives for national assembly but the elected representatives are no rulers of assembly.
ii. The rulers cannot make the final decision, only Musharraf can do that.
iii. In 1999, Musharraf found a military coup that can overthrow the government who are elected by democracy.
iv. The cabinet was supervised by the council who were under military forces and surprisingly, none of them was elected.
v. In August 2002, Musharraf issued an order named "Legal Framework Order", by this, he dismissed the national authority.
