Here unfeelingness doesn't mean that, father didn't like her daughter but it represents the strictness of him, and strictness is one of the characteristics of a father. Pirani's father was so unfeeling because it was mandatory and without it, it was difficult to send his daughter to very stranger house. ( The father offered his finger for Pirani to hold) this is an evidence which shows that, how much father liked her daughter.
