Popeye is a small boy whose reference has been given very beautifully here. We get to know that one point of time he became very suspicious which was significant from his "suspicious eyes" when he kept leaning from over his grandfather's shoulder and kept looking at his tiffin basket.
Then he immediately asked if everything was aboard. Popeye, the grandfather and Aunt Mabel were involved in conversation. At that time, they were busy to get ready to shift to the new house.

Popeye, Grandmother’s pet parrot in the story Grandfather’s Zoo, by Ruskin Bond was perched on Grandmother’s shoulder as all of them were leaving to Lucknow for a few months. They reached Lucknow and Aunt Mabel was there to receive them at the station.
They picked up all their luggage and placed them in the taxi. Aunt Mabel being a foodie picked up the food basket and placed it on her lap little knowing what was in it. The food basket was tied up so that the lid couldn’t be opened.
Popeye, perched on Grandmother’s shoulder kept eyeing the food basket suspiciously because he knew that Grandfather’s pet python was inside it. He was eyeing it with suspicion because Popeye felt he saw the basket quivering and was suspicious that the lid may fly open any time.
