permanent settlement 1793 in northern and eastern India led to dissatisfaction and revolt against the Company rule, So it was not an option on the table for Sir Thomas Munro.

But before it Sir Alexander Reid carried out an experiment of Rayotwari system during 1790-99 in the territories received by company from Mysore(South India) through the treat of Sherirangapatnam. Sir Thomas Munro being a admirer of this system implement it in wider area in South India.

so it was Sir Thomas Munro who implemented Rayotwari system in Madras presidency in 1820.
