Because they were easier to moniter and get revenue from than the nomadic tribes.

Settled plough cultivators considered more civilized amongst all tribe as they used to settle in one place instead of moving about like other tribal groups. This made the Britishers to govern them with ease and exercise control over them easily. This was in contrast to the hunters and gatherers who were on move constantly which made it difficult to know about their whereabouts. Also the settled plough cultivators could now get ownership of land.
