Simon Commission was boycotted by Congress and the muslims because it did not have a single Indian Representative.Congress and Muslims opposed the commission where ever they went with Black Flags.

the simon commission was appointed by british government to look into the workings of the government of india act , 1919 and suggest further reforms.
the congress decided to boycott it because:
1] it was an ' all white' commission. no indian was included in it .
2] it refused to accept the demand for swaraj.
