Swami was scared to give that letter to his headmaster because Samuel was a very good teacher and he never beats any child easily and never for simple reasons like being late due to a headache.

When Swami was standing in front of the School gate, he felt that he became the worst perjurer on earth as he didn't have any proof of Samuel's brutality. He wanted Samuel to justify the letter and waited for more time. For this cause, Swami didn't hand over the complaint letter to the headmaster in the morning.
