Yes it is possible to file a case against the Government. The general rule is that before a case is filed the Government is to be put to a notice. This is done by issuing a notice under S 80 of CPC, spelling out various points which require solution. On not getting relief a case can be filed against the Government through the Secretary of the concerned department and the administrative head of the that department.
