Why was the case of alagu and sahu brought before the panchayat?

Alagu had not received the payment of his bullock from Sahu who had promised to pay the amount in a month. Because of overworking the bullock, it died. And now when Alagu went to ask for his money, Sahu and his wife said that Alagu had sold them a sick bullock which died and refused to pay the money...angrily then case was taken to the Panchayat by Alagu so that he could get his money back
