The constitution of Belgium is known as best in the world. It has been amended four times between 1970 to 1993 only to make an arrangement so that the diverse communities can reside together peacefully within the same country without any conflicts. This has been done to respect the cultural diversities and regional differences that are existent in the country.
The Belgian leaders understood that there were regional as well as cultural differences. They made an arrangement in such a way that would enable everyone to live together within the same country. The Belgian model suggested that the number of Dutch and French-speaking ministers should be equal in the central government. Many powers of the central government had been given to state governments of the two regions of the country.
Some special laws required the help of large number of members from each linguistic group. Thus, no single community could make decisions separately. There was a 'community government' belonging to one language community of Dutch, French and German-speaking regardless of the regions they lived. This model helped to avoid local conflict between the two major communities and separation of the country on the grounds of languages.
