After the failure of Napoleon all this place has come under the conservatives that is monarchies
As a result they make provision that strengthen the conservative measures and monarchies

That is why it is told that these governments where driven by the Spirits of conservatives but their arrangement was autocratic as a result very soon they faced revolutions and in several places these autocratic monarchies where overthrown by revolutionaries
