Why was the government in the hands of the low heels though they were less numerous than the high heels​

In countries like Australia and Canada, several rules were implemented in order to ban high heels at work places which is mainly associated with the safety standards of the employees.

In places like restaurant or hospitals, the efficiency of work is deteriorated for those who use high heels.

But in some industries, like fashion and entertainment, high heels are encouraged, and in some cases is a norm. But in India, there is no clear rule regarding the same as of now.
