He could see all the problems, people were struggling hard for thier living.. this made him feel sorry and sad...as he had never seen those problem before when he was alive.. He had saw a streamstress, A little girl and a playwritter who made him feel very sad

When the Happy Prince was alive, he did not knew what is sad, and never saw sadness on the face of the poor and needy people, that's why he was really happy when he was alive. But, after his death, he was mounted on a tall column by which he was not able to see the misery of the city. Therefore he used to weep and was really sad. Thus, he was not really happy.
