The green revolution was limited only to increased production of wheat because the High Yielding Variety seeds were only available for wheat.
It was limited to a few regions only because the green revolution involves usage of inputs like HYV seeds, irrigation which were mostly available in northern India or western Uttar Pradesh and only the rich farmers could afford that.

The Green Revolution aimed to improve productivity of farmland. The North is dominated by the Indo-Gangetic Plain. It is an extremely fertile region. So the Green Revolution was more influential in the North than the South. The Northern state of Punjab led the Green Revolution in India & became the bread basket of India. See Agriculture in India.
