Much of the Britain’s land was under private control. Most of the lands were under collective ownership and under the control of individuals.  

According to the records 40,000 land millionaires were found to be owned the half of the lands of entire Britain that was nearly 0.06 percentage of the entire population.

Apart from the land owners most of the people had lived by working in those lands. The enclosure act that passed was found to benefit only the rich land owners than the peasants. Apart from the benefits the act allowed the land owners to expand their territory in large level in order to make more turnovers.
