Why was the League of Nations so ineffective in stopping Japan?

Explanation:
The league failed over the Japanese invasion of Manchuria because America which was not a member and would not support economic sanctions against Japan. Without American support sanctions would be useless. Another reason was that the Lytton Committee took far too long over its report.
