The Mahalwari system was introduced by Holt Mackenzie in 1822. The other two systems were the Permanent Settlement in Bengal in 1793 and the Ryotwari system in 1820.

The issues with the Mahalwari system were as follows: In actual practice, only some big families could take the land rights not all villagers. The stable revenue dream of the government could not be fulfilled. Mahalwari was a limited reform in area as well as duration.The 66% rental demanded proved very harsh, too. In the Saharanpur Rules of 1855, it was revised to 50% by Lord Dalhousie. However, the British officers hardly cared of these rules. This created widespread discontent among the Indians.

Mahalwari system- In this system ,the land was inspected,measured and customary demands of different groups were recorded by the company officials . Talukdar or head of the village collected revenue from mahal or group of villages.The rate of revenue was subjected to the periodic revision.
