The reasons why was the Napoleonic rule unpopular:-
1) Napoleon introduced a new civil code in 1804, known as the Napoleonic Code, which dismissed all the privileges obtained at birth and established equality before law. This code was exported to all the regions that were brought under the rule of Napoleon in due course of time.
2) Initially the French armies were welcomed as messengers of liberty but later on it turned to hostility. The new administrative reforms did not provide political freedom.
3) The people were also unhappy with increased taxation and censorship.
4) Forced conscription into French army to conquer other parts of Europe was an unpopular measure. These measures outweighed the advantages of Napoleon's administrative reforms.
