Louis XVI called Estates General where all the estates had to form an assembly for changing tax policies.
voting in estates general has been 'one estate-one vote' as per LouisXVI.
But the third.estate opposed this. they wanted to.have one person,one vote.
LouisXVI didnt agree.
for opposing this, the third estate formed a group and called themselves as national assembly.
they swore that they will not retreat until LouisXVI agreed for a constitution.

Bcz people of third estate were being harassed and exploited during the rule of monarch and when the people of third estate got into information of other countries they started revolt and hence to make Al situation fair the build up national assembly
