The National treasury was empty due to following reasons:
1) Due to France's involvement in the hundred Years war and in freeing the 13 American colonies under British rule.This increased the National Debt by a Billion lives
2) State lenders started charging interest on loans given to the government.Most of the budget was used in repaying these loans
3) Apart from this managing a place like that of Versailles and maintaining an Army was also needed and the King and Queen Lavishly spent money on themselves

National treasury of France was empty because France had been participating in war and they have to maintain an extravagant court at immense palace of Versailles,and they had helped thirteen colonies of America from common enemy Britain due to this national treasury of France was empty.
