Why was the need felt to form ‘The Writer’s inspiration Bureau’?

Because human beings were disturbing the ghosts only for their entertainment and ghosts were not take proper rest so they decided to form writers inspiration bureau in which ghosts were on strike

because they felt there were many writers without any ideas.so,if the bureau found someone with a vulnerable mind they would assign a ghost to such a writer.so,they can write good ghost stories.
