In October 1929, Viceroy Lord Irwin, announced an offer of 'dominion status' for India. It was a vague statement which proposed to grant a dominion status in an unspecified future. It proposed to hold a round table conference to discuss a future constitution. These provisions did not satisfy the Congress leaders.
