because that was the period of time in which the person who ruled France was Maximillian robespierre...His policies were reckless and anyone who was a nobleperson, or a person who denied to follow his policies was severely punished and often killed or executed publicly..therefore the period of 1793 to 1794 is referred to as reign of terror....
