ANSWER...
in 1992, the French policy started rat hunt scheme. the French hired Vietnamese workers and paid them for each rat they were caught. around 20,000 rat were caught in a single day (30th May ). the French start the program as it did not prevent the bubonic plague of 1903. the rat menace marked the limits of French power and restricted their 'Civilising Mission'.
