The Indian government does do a lot of good work but more often than not it is the bad part that gets reported in the media. 

The Right to Information Act was the result of the judicial interpretation of our fundamental rights and the UN resolutions on the same coupled with a very popular mass movement supported by honest activists and lots of progressive state governments eventually leading the centre to form a committee and frame the law. 

The total process took over 25 years and had all elements of how laws should be made in a democratic setup.
