why was the scheduled caste and scheduled tribe act 1989 passed by the indian government

becoz  india was not only divided in religion but also by diff castes. the lower castes were oppressed a lot.they were deprived of the basic human rights.due to all subjugation suffered by them since ages,the community could never progress.so there was an urgent need for an effective plan to upbring this section of the society .giving them advantage in every section was a remarkable step for their progress.
