After jallianwala bagh massacre, instability was caused in colonial govt. Monteque Chelmsford reforms or govt. Of india act 1919 was passed. It passes a biacarmel or dual govt system was introduced. After tory govt. Came to power in 1925 he appointed a commision to check the working of dual govt. When commission arrived in 1927, it doesnt have a single Indian in it. It would be corrupt decision by committee. So many indian parties like congress, muslim league boycotted the commision. After the check, commission conformed the dual govt. Wouldnt work in india.
