The UN Security Council isn't said to be democratic. No one including the members of the UN or the members of the Security Council say that it is. At best it is an oligarchy of the most powerful countries in the world. Remember all the P5 countries (France, Russia, US, China, UK) have a veto on any resolution in the Security Council, that's hardly democratic, even conceptually.
