Theodosius. Constantine made Christianity legal and ended any remaining persecution of it, but he did not go any further than that. Apart from ceasing any state sponsorship of paganism and putting some restrictions on public sacrifice, he did not limit the practice of pagan rites in any way.

Theodosius came to power 42 years after Contantine's death. By that stage Christianity was by far the most popular religion in the Empire and paganism was clearly dying out. On Februrary 27 380 AD he passed the edict "Cunctos populos", also known as the Edict of Thessalonica, which declared that Trinitarian Christianity as defined by the Nicene Creed was the only legitimate religion in the Roman Empire. He declared followers of other forms of Christianity to be "foolish madmen" and officially ended any remaining state sponsorship of any form of paganism. In 393 he passed further laws against pagan religion and banned the Olympic Games.
