why was there a conflict of interests between pastoralists and peasants?

let me tell u of a tip to point summary....
so here it goes....
since as much as i know i guess this problem was in Africa..right..cause 22 million people over there practiced pastoral activities ....so since they were in majority ...they used to domain those peasants..and..whenever they wished they left their cattle to graze in their farms..causing them suffer huge loss....but when ...colonialism captured Africa ...this is when British rule was established there...they amended many laws in order to en-captivate the natives..and to establish a harsh rule on them....they even made some rules for controlling those nomads....like wasteland rules...forest acts....criminal tribes act ...grazing Tax...
these promoted the increase in production areas ...causing serious fall in no. of pastures..the British govt. in east Africa encouraged local peasants to expand cultivation.so bye this we can understand that the colonial's divide and rule policy worked and led to conflicts between pastorals and farmers
