It is because of gravity.
As gravity is continuously has its effect towards the earth.so in case of tap (upstairs) the water has to travel upward against gravity so flow of water decreases but the other tap which is downstairs the flow of water is in same direction as that of gravity.

speed of water depends on pressure in water.
when water comes from tank above:
upstairs, the tap on higher floors is closer to the tank. The more height water falls thru to downstairs, the more pressure it will have. This is the effect of gravity. Pressure is proportional to = density*gravity*height (depth).
when water comes from municipal supply:
Water has to travel upwards from the pipes to the tap head and in that process, some of the energy is lost due to gravity. Water has to travel against gravity upwards to come out of tap... So lower the energy in water, lower the pressure..
higher the pressure, higher the speed ..
