When we boil water in a paper cup , The paper doesn't burn because , The water in the cup absorbs the heat and doesn't let the paper to reach to it's flash point and an object doesn't starts burning until it reaches it's flash point. So, Paper doesn't Burns and water also boil

The reason is that the heat given by flame is quickly transferred to form the paper cup to water as a result paper does not reach its ignition temperature
