Water is not used as distinguisher in certain scenarios such as fire generated by short circuits. Since, we know water can worsen the electric circuits because it will conduct the current everywhere and people coming in contact will be at risk.
Similarly, water can not be used as extinguisher in case of oil or grease fires because water will settle down beneath the oil and flashed boiled to cause steam. This may lead to explosion and dispersing oil droplets in the atmosphere.
Thus, in these scenarios using water as distinguisher will worsen the case.
