Water cooler works on the basis of evaporation. It cools down the environment by trapping heat and leaving cool residue.
And evaporation depends on the humidity present in the air. The more will be the humidity, the less will the water evaporate
In rainy season, the weather conditions are humid and air contains huge amount of moisture. That is why water coolers are less effective in rainy season.

Water coolers work based on the cooling effect of evaporation, they work effectively in summer because more of water is evaporated. Less humidity, more evaporation.
Whereas in rainy season, due to high humidity content in the air, the amount of water evaporated is less, so the cooling effect of evaporation is absent, thus making the coolers work less effective.
