Since H2O has an electronegative O, it is able to form hydrogen bonds with other H2O molecules. Since hydrogen bond is stronger than permanent dipole-permanent dipole interaction in HCl, more energy is required to overcome the hydrogen bond in H2O, hence boiling point is higher.
