Why water has more refractive index with compared to air ice??

The index of refraction for ice is 1.31. The index of refraction of a material is the ratio of the velocity of light in a vacuum to that in the material. To answer your question, the optical density of ice is less than that of water. Light travels through ice faster than it travels through water.

Distance between two watter molecules or their intermolecular space is very small compare to the to the gap between two air particles and Moreover the density of water is higher than that of air .....so when light ray passes through the higher dense medium then it gets refracted more than that in air medium...so the refractive index of water is higher than that of air.

while for air it is taken 1.....
