Because it is neutral.And also it made of 2 Elements Hydrogen and Oxygen make to H2O molecules .
And Some Facts Have Valence electron.

Because water is made up of only two molecules and it is chemically combined.. If it is not chemically combined then we will say it as a mixture.. because mixtures are not combined chemically while compound are combined chemically ..
