Why water slow down in tap at 1st floor when tap at ground floor is open?

As water flows from upper to lower level so more pressure is there on low level ie.ground floor

It depend on where the tank of water is if the tank is below then then the ground floor being near to the tank get more pressure if the tank is up due to gravity the ground floor gets more pressure.
