A water table falls in a section of ground when the amount of water entering the section of ground is smaller than the amount of water leaving it, either because the water flows out of the area (because the water table at the edge of the section is even lower), or because too much water is being pumped out/withdrawn. The entry of water into the water table can be affected by soil compaction causing runoff inside of percolation, and of course drought. In sandy coastal places like Florida, the problem is not so much the water table lowering to where wells run dry, but the water from the inland wells getting brackish as the salt water in the water tables below the beaches flows into the water tables further inland.
