Why water would never get exhausted from the Earth?

Because it follows a constant water cycle. The water is not 'lost' during the process. It just changes states viz. Ice, Liquid Water, and Steam. Unless there's anything that could wipe out Earth's atmosphere, there'd be no loss of water.
