It is because their electronic configuration is such that their valency is 2.


That is they have 2 electrons in their outermost shells.

joshivasudev28: It has the combing capacity 1 but still it is found in Cl2 state that's why.
joshivasudev28: Forgive me. I meant to say that Chlorine is mostly found in Cl2 state
