Why we can apply law of conservation of linear momentum in inertial frame?

Short answer: It depends on the time of collision. In an accelerating frame of reference you can imagine that there are Pseudo forces, F= -m a, acting on the colliding objects . ... According tothe law of conservation of mass, themomentum is conserved in any collision.
