As the wax is a bad conductor of heat so, the molecules don't vibrate and can't transfer heat that's why the heat is stable at the upper part and when we keep our fingers above it convection takes place and transfers heat as no conductor is needed in convection, it's mixing with surrounding air making the air particles lighter and making them float, as we put our fingers above it the hot air is not able to pass that's why our fingers burn.
