Because whether a government is formed or not in Pakistan the true powers are in hands of general musharraf

We can't call Pakistan as a democratic country under the rule of general prevez Musharraf because he was controlling Pakistan from 2001 continuously without any election or desire of people. He used the bad politics to establish his control all over Pakistan.
