Why we can not take i cap with y and j cap with x

It is a convention to take î with x axis and j with y axis ,

You have the right to make your own convention but u can’t say wrong to previously made convention, see if u want to make your own convention publish it in magazine, and when the researchers will find it helpful they will publish in their books and slowly it will become worldwide.
