Indeed muscles cannot activate all their fibers at once. But no one can. At least, no human can.
Beginner weightlifters experience rapid gains at first, because of neuro-muscular adaptations. Their brain learns how to be more efficient. This is primarily by learning which groups of muscle fibers produce the most output.
Over time, if one increases the weights, it is possible to increase the amount of fibers recruited, as athletes do, but this will take time, and a lot of training near the maximum effort (low reps-high weight).
On the other hand, you cannot think you are using only 30% of your power if you can activate only 30% of your fibers.
At one point in time, your max lift is your max strength. That is because increasing strength involves many parameters like (besides fiber count) muscle size, anatomy ratios, a good technique and so on.
