We feel cold when we touch an object or matter like ice at a lower temperature than our body temperature. This is because the heat from our body being higher in amount moves to the ice through our skin(by thermal conduction) in order to attain thermal equilibrium between the iceand the body.

When we touch ice our body tends to lose heat. When our body comes in contact with ice,which has low temperature, it transfers heat from our body to ice; therefore ice will melt and we'll feel cold.
Due to the law of thermal equilibrium, both the bodies tend to acquire the same temperatures, hence our body loses heat and ice gains heat.
Heat moves from a body of higher temperature to lower temperature till equilibrium is attained.
