Let us assume that the clouds you are referring to are stationary i.e They do not appear to move when you are not moving.

Because it can be a coincidence that you are driving in the direction of the wind and the clouds are actually moving with you. ; )

Parallax is the apparent displacement of an object when seen from two different line of views.

Parallax is quantified by the angle between those two line of views.

So the distance between the clouds and yourself is too large that your displacement on earth becomes almost negligible in comparison to it.

Assume an isosceles triangle in which two large equal sides are those representing the line of views whereas the third side is your displacement on earth which is negligible.

Therefore, the angle between those two line of views i.e parallax will also become negligible.

This is the reason that the clouds appear to be moving with you when you're in your car.

Similarly, if the object is close to you, the angle becomes greater i.e the parallax will have some appreciable value, and therefore you leave those objects behind you while moving in your car.

The same concept applies to moon moving with us when we're in a car.
