The simple reason behind it is condensation. Since any gas can be condensed under two conditions by decreasing temperature and pressure. In winter the temperature is lower and this makes the window surface cooler when the gas in the atmosphere comes in contact with it then it gets condensed into liquid and though appears foggy.
