why we have brain ? why can't reflex arcs not perform the same function as brain do ?

Well yeah a legitimate question, but do think movement of muscles is the only function of brain,there you got it wrong.
Well u make a point ,why brain is needed for motion if our reflex arc can do that?.but reflex action are only useful in a sudden emergency cases. But when during complicated situation,we need to think and analyse our action which can only be peformed by a complicated organ such as brain.
Moreover reflex actions are not in our control, if we had no brains and only reflex action we would not be able to control our own actions,then what would be the difference between us and robots then?
One point you have to understand here is that reflex action can control only sudden motions,and no other function.
Whereas our brains is needed for all the basic functions we perform from sleep,heartbeat,movement,memory to our death.
